Biography
Ms. Brisbon is a career member of the Senior Executive Service and currently serves as the Department of Health and Human Services (HHS) Associate Deputy Assistant Secretary for Acquisitions. In this role, she advises the Deputy Assistant Secretary for Acquisitions on matters related to the HHS Acquisition Enterprise while ensuring delivery of transparent, best value solutions across the over $35 billion HHS acquisition portfolio.
Previously, Ms. Brisbon served as the Assistant Administrator for the Office of Contracting and Procurement/Head of the Contracting Activity at the Transportation Security Administration (TSA) where she was responsible for the oversight of contract operations, contract policy, business systems and the strategic planning of TSA’s $3.8 billion acquisition portfolio. Ms. Brisbon also served as the executive liaison to the U.S. Department of Homeland Security Chief of Procurement on all matters related to TSA contracts and procurement, policy legislation and the workforce.
Prior to TSA, Ms. Brisbon served as the Deputy, Head of the Contracting Activity for the Defense Information Systems Agency. In this capacity, she provided oversight and strategic planning for the acquisition of telecommunications systems, information technology assets and associated services for annual obligations of approximately $7 billion.
Ms. Brisbon holds a Master’s of Business Administration, a Master’s in Human Relations and a Bachelor’s of Computer Science and Business Administration. She has also earned multiple acquisition awards for her efforts and contributions to the Department of Homeland Security.

Biography
Mr. Le is the Deputy Associate General Counsel for Procurement Law at the U.S. Small Business Administration. He advises SBA officials on small business government contracting programs, and represents SBA before GAO, the Civilian Board of Contract Appeals, and the Office of Hearings and Appeals. Mr. Le received his undergraduate and law degrees from the University of Virginia.

Biography
Mr. Hernandez serves at the U.S. Department of Health and Human Services (HHS) as the Division Director of Business Operations (BusOps), for the Office of Government Contracting Services (GCS), within the Administration for Children and Families (ACF). He manages ACF’s FAC-COR and FAC-P/PM programs, providing real-time support to ACF Acquisition Workforce Professionals. Mr. Hernandez holds an MBA from the University of Maryland Global Campus (formerly UMUC) and is certified as FAC-COR Level III and FAC-P/PM Level III/Senior. He previously held Subject Matter Expert and leadership roles for the Assistant Secretary for Preparedness and Response, the Biomedical Advanced Research and Development Authority, the Food and Drug Administration, and the National Institutes of Health.

Biography
Mr. Marks serves as the Director for the U.S. Department of Commerce, Minority Business Development Agency (MBDA) Federal Procurement Center, where he is responsible for helping Minority Businesses Enterprises (MBE’s) gain access to federal contracting opportunities, capital, key contacts and market intelligence to successfully compete to win federal contracts. Mr. Marks earned a Bachelor of Science in Health and Physical Education from McNeese State University, Lake Charles, Louisiana and a Master of Science in Acquisition Management from Florida Institute of Technology, Melbourne, and Master of Arts in National Security and Strategic Studies from the Naval War College. Mr. Marks is the former Director of the Army Small Business Programs Office for the Secretary of the Army.

Biography
Dr. Sandra Webb serves the U.S. Department of Health and Human Services (HHS) as the Associate Deputy Assistant Secretary in the Office of Grants Management (OGM), within the Administration for Children and Families (ACF). She leads approximately 200 federal and contract staff in grant management and financial administration for a $60 billion grant portfolio that supports the needs of vulnerable children and families. Prior to joining ACF, Dr. Webb was the Acting Principal Deputy Director and the Director of the Grant Operations Directorate for the Department of Justice, Office of Community Policing Services. As such, she managed training, technical assistance, research and outreach functions. In addition, she worked as a department head at the Department of Homeland Security; National Preparedness Director, Division of Grants and Training; and the Institute of Museum and Library Services. Dr. Webb earned a Ph.D. in Higher Education and an MPA in Government Management. She is also a graduate of the Partnership for Public Service Excellence in Government executive development program.
