Biography
Mr. Marcus Brownrigg is the Program Manager for Supreme Solutions Inc, a commercial and government contractor firm in Alexandria, Virginia. Mr. Brownrigg manages a contract designed to partner Historically Black Colleges and Universities with small businesses and equip them with resources to win contracts and grant opportunities within NIH and HHS. A recognized Federal Human Capital Expert, he is an instructor for the U.S. Office of Personnel Management (OPM), Center for Leadership Development with extensive experience in directing training initiatives on employee and labor relations, performance management, as well as diversity and inclusion in the workplace. Mr. Brownrigg started his federal service career in 1998 as a Presidential Management Fellow. He holds a BA and MPA from Auburn University, and he is a graduate of American University's Key Executive Leadership Certificate Program.

CAPT Samuel Wu, Pharm D.,is the public health advisor in the Office of Minority Health and the health policy lead for the Asian American, Native Hawaiian, and Pacific Islander population. In addition, he is the Designated Federal Officer for the Advisory Committee on Minority Health. CAPT Wu has previously been the Senior Program Management Officer at the Food and Drug Administration’s Office of the Chief Information Officer, and Public Health Advisor at the Health Resources and Services Administration’s Office of Health Equity. As a member of the Public Health Service Commissioned Corps, he has been serving on a disaster response team for over 10 years and has deployed to multiple humanitarian missions. Currently, he volunteers at the Pan Asian Volunteer Health Clinic in Gaithersburg, Maryland. CAPT Wu earned his Doctor of Pharmacy degree from University of Maryland Baltimore, School of Pharmacy.
David Dasher

Biography
Mr. David Dasher is the Deputy Assistant Secretary for the Office of Acquisitions as well as the Senior Procurement Executive for the Assistant Secretary for Financial Resources. He was previously the Chief Procurement Officer for the First Responder Network Authority (FirstNet), an independent authority within the U.S. Department of Commerce, whose procurement office now oversees a $100B contract. As the IRS Director of Procurement, he directed a strategic vision focusing on staff development and fiscal efficiencies with an annual spend of $2.2B. From 2008 to 2014, Mr. Dasher served first as the Chief of the Contracting Office and later as the Director of the Office of Selective Acquisitions at the Department of Homeland Security (DHS). In these roles, he co-chaired an investigation under the Secretary’s Efficiency Initiative to consolidate intelligence services among all DHS components; and he played a critical role in formulating supply chain risk management policy within the procurement system. Mr. Dasher holds a Bachelor of Science in Business Administration from George Mason University.
Sedika Franklin

Biography
Sedika Franklin is the Associate Director of the White House Initiative on Historically Black Colleges and Universities (WHIHBCUs). She is responsible for managing the development of partnerships and program initiatives meant to promote excellence, innovation, and sustainability at HBCUs. Prior to her assignment at the WHIHBCUs, Ms. Franklin served as an Operations Officer, for the Army Management Staff College. In this role, she served as an advisor to senior leadership for operations in support of the administrative and logistical requirements necessary to train Army civilian leaders. From 2004-2005, Ms. Franklin was an Education Specialist for the United States Marine Corps (USMC). In this role, she implemented policies and procedures to support veterans and their family members attain a quality education. Ms. Franklin graduated from Averett University with a Master of Business Administration degree, and from the University of Michigan-Ann Arbor, with a Bachelor of Arts degree in Psychology.
Diane Frasier

Ms. Diane Frasier is the Director of the Office of Acquisition and Logistics Management and the Head of the Contracting Activity at the National Institutes of Health. Ms. Frasier oversees NIH’s acquisition, property, supply and transportation programs. In her current tenure, Ms. Frasier initiated the design, development and implementation of NIH Contractor Performance System – one of the first systems to collect and retrieve contractor past performance information. Ms. Frasier also chaired the joint agency committee which established the Federal Past Performance Retrieval System, PPIRs. Working closely with NIH’s 27 Institutes and Centers (ICs), Ms. Frasier oversaw the restructuring of NIH’s 18 contracting offices to 10 offices while ensuring continued acquisition service to the ICs. Ms. Frasier also played a critical role in the transition from a legacy management system to NIH’s New Business System and its reporting system, nVision. Ms. Frasier continues to be an avid supporter of acquisition streamlining as evidenced by the management of NIH’s Information Technology Acquisition and Assessment Center (NITAAC), a Government-wide Acquisition Contract. Ms. Frasier is the recipient of several awards including the Presidential Rank Award of Meritorious Executive and the Department of Health and Human Services Secretary’s Award. Ms. Frasier holds a BA from the University of Virginia and MPA from the C.W. Post Center of Long Island University.

Ms. Annette Owens-Scarboro serves as the Small Business Program Manager for the National Institutes of Health (NIH), and reports to the Head of the Contracting Activity (HCA), and Director or Office of Acquisition and Logistics Management (OALM). She was formerly the acting Deputy Director for Operations in the Department of Health and Human Services (HHS) Office of Small Disadvantaged Business Utilization (OSDBU) and a senior Small Business Specialist supporting NIH’s team of four small business specialists. She has supported all ten-operating divisions at the HHS as a specialist. Ms. Owens-Scarboro has served as an advocate and liaison for the Small Business Community, marketing their capabilities to the HHS, NIH and other government and private sector communities.
